It may relate to a wheeled Escape ladder provided in Victorian times by the Royal Society for the Protection of Life from Fire, formed in 1836, or it may refer to the availability of a ladder for fire-fighting which churchwardens were expected to provide until the formation of insurance and then professional brigades
