When the bypass was built the plan was that it should be part of a new motorway from London to the Midlands. It was therefore built to motorway standards with a full width hard shoulder. Plans were later changed and the M40 became the chosen route and the road was declassified as the A41. I believe it was the shortest length of unconnected motorway every built.
