Either the surveyor was having a bad day or the trainee was handed the chisel or it's a special Bench Mark. The normal Bench Mark is the lower arrow pointing to the horizontal cut. The two marks above are not normally seen.
Update - the two marks above the level cut indicate a cancelled bench mark.
