The intensity of the driver's attention, looking back to get the signal to proceed, makes him oblivious to the passing photographers. Soon the engine will be pulling the carriages to Bodmin Central. There is nothing to indicate that this is taking place in 2009, as much the same scene must have been repeated countless times over the last century.
