Here be pigeons
The brick building has been derelict for a serious length of time, and owned by various property "developers" over the years. The only active users seem to be feral pigeons.
The grand strategy, (suffering from the 2009 recession) is for a "corridor" to run from this area to Queens Gardens, which would entail the demolition of the brick montrosity together with the 1960s tower block (local government building housing the planning department) and the 1960s central police station.
