This is the Time Disk on ST1776 : Millennium Milepost by Millennium Bridge. Series T3 represents the Ages of Man, the Seven as described by Jaques in "As You Like It", preceded by an embryonic age. This therefore depicts the text
"Then a soldier,
Full of strange oaths, and bearded like the pard,
Jealous in honour, sudden and quick in quarrel,
Seeking the bubble reputation
Even in the cannon's mouth. "

The disks in this set also relate to the atmosphere - five are N2 O2 Ne Ar and CO2 and the other three A i r.

Working from the time trail disks shown on Geograph and some more on Flickr (thanks to Gregory Williams) I have ascertained the following about the message round the outside:
1) Each set (of 4, 6, 8, 12 or 20 disks) is to be imagined assembled into the appropriate Platonic solid
2) When assembled, the inscriptions (in Thomas More's Utopian alphabet) on either of each edge match up, with that on the higher numbered face being in mirror writing
3) The message is read in ascending order of face number, clockwise from the top, ignoring any sides in mirror writing
4) The entire message spreads across all 5 sets (in order 1, 2, 3, 5, 4!)
I have not been able to find all the inscriptions on sets 4 and 5. The message across sets 1, 2 and 3 reads (spaces added for legibility):

IS "TIME TO ESCAPE" MEANT TO FIRE OUR COMING AGE?/
LOCKED IN SEASONS' BARS SWINGS PENDULUM'S CEASELESS CLAY/
LUNGS NEVER FULL ENSNARE US IN TIME'S EIGHT PIECE CAGE/
ENTROPY'S AIM SHOOTS LEPTONS IN DANCING CYCLES OF LIGHT/

National Cycle Network Mileposts
1000 Millennium cast iron mileposts were funded by the Royal Bank of Scotland to mark the creation of the National Cycle Network, and found along the cycles routes through the UK.

There are four different types of posts, "Fossil Tree" by John Mills, "The Cockerel" by Iain McColl, Rowe Type by Andrew Rowe, and "Tracks" by David Dudgeon. The four artists are from each country of the UK though all posts can be found in all four countries.
