The lettering is a hard-to-read uncial script and oddly spelt Latin. The guidebook expounds it as:

(I)N INOMINE D(E)I PATRIS ET
(S)PERETS SANTDI ANC
(C)RUCEM HOUELT PROPE-
(R)ABIT PRO ANIMA RES P(ATR)
ES EUS

"In the name of the God of Father and of the Son and of the Holy Spririt. Houelt prepared this cross for the soul of Res his father." The dedicator is thought to be Hywel ap Rhys, 9th century king of Glywysing.
