Signs by footpath across Royal St Georges golf course

The right hand sign reads:
"PRIVATE PROPERTY NO PUBLIC RIGHT OF WAY"

and the left hand sign reads:
"The Royal St George's Golf Club This land and the shelters thereon are the property of the golf club and the public are requested to keep to the public footpath".

Are the signs intended for different audiences? One is gentler and more polite, largely written in lower case, whereas the other is more direct and to the point, SHOUTED IN CAPITALS.
