TL4558 : Pump and circumstance?

near to Cambridge, Cambridgeshire, Great Britain

Pump and circumstance?
Pump and circumstance?
I took this for a neglected pump in Belmont Place, off King Street. However, Dick Williams points out that there is no evidence of either a spout or a handle. The structure appears to be a square, hollow column of cast iron, and is securely anchored to the wall behind. What could it have been?

The building behind displays two S-shaped wall anchors, probably ornamental rather than structural - a conceit imported from the Low Countries and often seen in older buildings in the eastern counties.
