This is the upstream side of the bridge with a water level gauge board on the other bank. Utility service pipes and cables which are normally buried are often attached to the faces of bridges to cross rivers and are far more exposed to the elements than in the rest of their routes. Here what appears to be an ancient moss-covered repair has been made to what is probably a water supply pipe.
