Compare TQ4340 : Furnace Lane, looking into Surrey. This is the Surrey/Kent border. Kent would appear to have a different attitude to speed limits from Surrey, since there is no discernible difference between the quality of this narrow lane in the two counties - in fact just up the lane into Kent is a farmshop (see TQ4340 : Basing's Farm Shop, near Cowden, Kent), which would seem to make the Kent side a greater candidate for a speed restriction, instead of the de-restriction shown by these signs.
