There has been a cross on this site since the 14th century. This one, although containing some 15th century elements, was substantially rebuilt by George Gilbert Scott in 1865 in Gothic style. There are four main figures, Alfred the Great, William of Wykeham (founder of Winchester College), Lawrence de Anne (a former Mayor) and (probably) St Amphibulus (a martyr who died in 304 AD and who was the patron of Winchester cathedral before St Swithun). The building to the right is also 15th century.
