The inscription on the gate - which confusingly is to be read down one side and up the other - is "Clamant nostra tela in Regis querela"
("Our weapons clash in the King's quarrel") - the motto of the old Borough of Woolwich, presumably a reference to the presence of the Royal Arsenal in the borough. See Link
