No Horse Riders Please

The sign requests horse riders to avoid it. Having got very wet cycling along it through puddles so deep that my feet on the pedals, were under water at times, I think the reason is probably that the ground is very soft. I suspect that under the Land Reform (Scotland) Act 2003 it would be very difficult to enforce such a ban, which is probably why it is phrased as a request, but there are lots of other routes which horses and riders can use.
