SX9163 : Escalators and stairs, Fleet Walk on a sunny morning. Buses are the only vehicles that can use Fleet Street, not without controversy, although with the geography of Torquay constricted as it is by narrow valleys, it would play havoc with routes to ban them. However, this is the route between harbour and town centre for thousands of people on foot, and the undifferentiated road level clearly confuses many visitors.
