It was almost dark at this time and the forty (or so) second exposure gave this strange effect. The Saltend chemical complex (in the background) provided most of the light for the photograph, but the snow reflected a lot of the light and provided additional peripheral illumination. I've taken several photographs from this spot before, but never under these strange lighting conditions!
