The concrete structure behind is a silage clamp; when it's full the grass is covered with plastic sheeting which has to be weighted more or less all over to stop it lifting in the wind.
Tyres are ideal for this being relatively heavy and not usually having sharp edges that might tear the sheet and let air and water in to spoil the feed. (information provided by 4wd)
