A row of traffic cones on the beach at Bishopstone, East Sussex
The cones are there to warn walkers that heavy plant uses the beach. Indeed their track marks can easily be seen in the photo. The beach here suffers greatly from longshore drift and constant drastic measures are taken to keep the beach roughly in the same position so as to stop flooding in the area.
