The obelisk was erected I assume to celebrate the 2000 millennium. A ha-ha was constructed so that the structure could be clearly seen from Deene House. The grid structure around the base is exactly that, a cattle grid to stop bullocks from rubbing their necks. Cattle also have a habit of defecating against solid surfaces so it might look a bit unsightly if these precautions had not been taken.
