I have found reference to A(lexander) Hubbard serving as Lord Mayor of Plymouth in the period and presume this to be a memorial to him though have no idea why such a stone should have been located here. If anyone ...............
Update: Almost 8 years after published on Geograph I received an email from John Harris who has family connection with Alexander Hubbard. He queried the entry as it is quoted as 'near to Turnchapel' and the fact that Mr Hubbard died in Ealing so this could not be his headstone. I clarified these issues with the result that he provided me with the following:
"Alexander Hubbard became a director of South Devon Railway Company after 1849 and its Chairman from 1874 until 1 Aug 1878 when it was dissolved and taken over by the Great Western Railway Company of which he was a Director from 8th May 1878 until 14th May 1891 when he was appointed Deputy Chairman. He resigned as Deputy Chairman in June 1906 and he resigned from the Board as from 31st December 1907. A Badminton class locomotive number 4107 was named after him. He was Mayor of Plymouth in 1868-1869.
"Although this does not explain the precise reason for the location of the stone it is perhaps of note that the stone is located adjacent to a bridge passing above a branch line to the old Friary Station linking it to the Great Western Railway's Laira Depot. There are probably thousands of such 'memorials' dotted about our land the reasons for which have been lost in antiquity."
