This modern office building (also known as Stanegate House) was built in 1974-76 on the site of Middle Street which used to run parallel to, and between, Cloth and Groat Markets. The Corn Exchange was first built on this site in 1839 and was subsequently replaced by Newcastle's old Victorian Town Hall in 1858.

It was disliked by everyone who wrote about it. As well as council offices, it contained shops, the corn market and a large concert hall. Stone carvings, door surrounds etc have been salvaged from the town hall and were reset into the exterior retaining wall on Prudhoe Chare in 1976 NZ2464 : Carved heads, Prudhoe Chare; NZ2464 : Carved heads, Prudhoe Chare

In 1939 the town hall clock tower was removed because it was feared that if the tower was hit in an air raid people could be killed by falling masonry.
