This is a rubbing of part of the inscription on the Watermen’s boundary stone on the Kent bank of the Thames. The abbreviation refers to an act of parliament: - "Thames watermen and lightermen : an act for the better regulation of watermen, barge owners, and others connected with the navigation of the River Thames, between Teddington Lock and Lower Hope Point : 22 & 23 Victoria, c. 133, session 2, 1859." [22 & 23 refers to the 22nd & 23rd year of Queen Victoria's reign. 133 means it was the 133rd act passed in that parliamentary session] See a transcription of the whole inscription at TQ7178 : Lightermen's Limit. (Many thanks to Robin Webster for the information on the Act). I had to resort to a rubbing as the inscription is almost unreadable after only twenty odd years.
