Small ermine moth larvae
A few yards down the road from TQ8959 : Cocooned hedge, Bottom Pond and on the other side of the road the caterpillars are larger and the webs look messier. They don't eat this ivy but the shrub higher in the hedge has been pretty much stripped of shoots and foliage.
