Probably a shelter built to hide someone for the purpose of shooting deer. There are deer and a few grouse on this moor, but neither is shot from this shelter nowadays. Grouse butts are generally better maintained, and deer are not usually shot on open ground from shelters. In any case, it's in a pretty ruinous condition.
The vehicle track would provide motorised access for a good 4x4 or all-terrain vehicle.
