This is the water tower in the north-western corner of the southern of the pair of reservoirs which were completed by the then Metropolitan Water Board in 1902. On the right is a water level gauge board with the number 23.16 prominent at the top. The photographer is guessing that this is the maximum capacity design water level in metres above sea level. Below is a graduated scale that appears to be in increments of 0.05 metre indicating that the water level is currently about 1.3 metres below the maximum.
