The lighting is deceptive. You cannot see any water from here that is all wall.

Although described elsewhere(and on the OS) as a dam, the wall does not look to be sufficiently substantial. Apart from the breach, there is a built break in the wall. It looks to me as if it was built to channel flash floods.
