The tarn is one of 22 sites studied by The UK Acid Water Monitoring Network. I imagine this equipment which may be a rain gauge of some sort is part of this ongoing study of the chemical and biological makeup of the tarn. There are two small black floats out on the tarn which I initially thought were ducks which are part of the survey equipment.
