Cotton grass is not a grass but a type of sedge - I think this kind is common cotton grass (Eriophorum angustifolium) which is locally named called 'bog cotton' because that's the type of place that you will find it. This photo is taken from a position in the dried up pond - the re-seeded area called Gurnetfields Furzebreak is beyond the gorse at the top of the slope.
