The Cat machine in the background is holding and turning a large spool of electricity cable to tension it over about a mile on a new section of pylons. Further spools are laid out in front, ready to be strung. The worker next to the machine is taking instructions from the optical spotters on the pylons down the line via a walkie-talkie - see SK4612 : Power line replacement near Bardon Hill.
