Welcome to the Scottish Borders
The photo is taken on the edge of the Craik Forest from Dumfries and Galloway, whose own welcome sign declares the region to be "First in Scotland". I suppose, if "Borders" is taken, "First" is not a bad alternative. :-) At this point, the regional border is also the watershed - streams on the "Borders" side flow into Tima Water, and on the D & G side into Tomleuchar Burn.
