Built in 2003-05, the architect Terry Farrell, and replacing the old Department of Environment towers (happily captured here before their demise: TQ2979 : The three ugly sisters).
Note the bollards in front which are (presumably) to prevent suicide bombers driving cars into the building, a protection which is afforded only to the lucky few. There is no provision for suicide bombers on mopeds or motorcycles or bicycles.
