One of the sculptures around the base of the statue of Queen Victoria in the eponymous square. The main statue of the young queen was made of bronze by sculptor Henry Charles Fehr (1867-1940). It was unveiled by the then Prince of Wales in 1903. I assume the supporting figures were also the work of Fehr, though I can find no online confirmation of this, nor of their identity, or whether the item held by this figure is supposed to resemble the cupola of the City Hall, which is visible here in the background.
