This is a slipway - a ramp which is used for the launching or retrieval of boats. They usually have a hard surface of asphalt, stone, steel, gravel or wood. This slipway is constructed of sandstone at the waters edge, and granite. Granite 'sets' were in common use for roads in the 19th century and are still fashionable today, but rather expensive.
