The monument was constructed in 1974 but commemorates the start of construction of the sea bank by the inmates of North Sea Camp (then a borstal) in 1936 and which eventually resulted in some 700 acres of enclosed land becoming available for agriculture. North Sea Camp is now an open prison and its inmates have included Jeffrey Archer and Gary Hart (who caused the Selby rail crash).
