Operation Resilience
Following two hard winters, which caused great damage to rural roads, Hampshire County Council changed tack. They had previously relied, to an excessive degree in the view of many residents, upon making temporary repairs to pot holes, resulting in a gradual deterioration in the condition of rural roads. The focus of the new strategy, Operation Resilience, was "on planned structural maintenance - strengthening and effectively weather-proofing the roads" (Link). The programme was slated to spend "around £16 million" every year for five years from 2011. It included dealing with drainage problems to reduce frost damage.
