One of several blocks built in the area in a very French style. The most obvious manifestation of this is the mansard roofs (both pyramidal and domed). They are symmetrical so as to resemble palaces, although I think all of these buildings are now in institutional or commercial use. The architect was Thomas Cundy III, the date 1867-69. Grade II listed.
The lane closures were due to a large march to Hyde Park to protest against Government cuts to public services.
