near to Source of River Severn / Afon Hafren [water Feature], Powys, Great Britain

What does this mean?
These slate posts are dotted along this edge of Hafren forest, all saying w.w.w.1.8.6.5. on one side and 1865. on the other - can any one help? Someone has said it's to do with the water catchment area - help....
