Open area - Gracemere Crescent

It always puzzles me why developers frequently leave an open space in a high density housing area (with small gardens) and then the local council come along a place a sign saying 'No Ball Games'. The same people then complain about how unfit children are or how boredom leads to other social problems. Let the kids play!
