As noted by Iain Lees - see NT3338 : Unknown Framework - the framework here was, according to those with local knowledge, a platform used in the old rifle range. It dates from the early years of the 20th century and targets were situated further up the valley of the Leithen Water, predating the forestry plantations or golf course.
