According to the Historic Buildings website, the gardens were constructed in the early 19th century. There is no reference to the origins of the sculpture which possible was acquired on a `Grand Tour' of Europe undertaken by a distant relative (this is pure speculation on my part, but the carving of the dolphins resembles those shown on early maps and suggest that the sculptor had never seen one in life).
