The strange looking vessel is Petrojarl Banff, a Floating Production Storage and Offloading vessel - see LinkExternal link
She is 'resting' in the sheltered waters of the Flow after an accident in the North Sea Oilfields where she lost tension in several of her anchors, causing her to drift dangerously off station (she has no main engines, only positioning thrusters).
