Presumably somebody once thought that building a bus station underneath a road was a good idea, but with the station facilities housed in the dark sunless spaces underneath the road it has been a bit of an embarrassment to Plymouth for some years. It would make sense to build a new bus station adjacent to the railway station - which is why it will probably never happen!
