While one worker cools his hot tool in the water trough, the other is wheeling the hot wrought iron to the rolling mill. The chalked word 'HOT' seems a little superfluous (although perhaps not when the plant is taking quite some time to cool down).
This is a gas fired reverberatory furnace used to heat the wrought iron prior to rolling or working under the steam hammer. It originally raised steam in a waste heat boiler but this is no longer in use.
