It's likely that these raised beds were originally for lawn and flowers. If quality was affected by such close proximity to the sea, coupled with the expense of growing and maintaining floral bedding, it would have made sense to have permanent planting that could tolerate the conditions. Here is New Zealand Flax, Phormium tenax, which is spectacular in flower SX8957 : Broadsands Beach, phormium tenx, Torbay. In some summers these spaces have provided sites for sculpture.
The red-roofed hut is a lifeguard station, operated by the RNLI.
