This concrete stile seems quite unusual where wood is the norm. Although it is strong and functional the spacing of the steps does seem a bit wide. Cast into the side of the stile near the top are the letters BCWW, but I have no idea what they stand for. The brown man sign at the top of the post indicates that it is Open Access land on the other side of the fence.
