In the days before plentiful public toilets, men would often simply find a quiet corner to urinate (many women nowadays would snort and say, "No change there then") - in order to prevent quiet alleyways becoming a stinking morass of urine, building owners would sometimes fit these deflectors to the walls as an attempt at deterrence. The idea was that a man urinating here would find the stream deflected outwards onto his feet.
