Major Frank Foley was born and raised in Highbridge, attending local schools and then becoming a Catholic priest. Studies in France and Germany gave him a great advantage in becoming a useful member of the formative Secret Services as WWI broke out.

After the defeat of Germany, he was posted to Berlin in passport control. As the Nazis began to rise in power and force, he was able to help thousands of Jews escape to another land.

The sculpture depicts the Major, along with concerned parent and child, and a number of icons of Highbridge.
