It was originally the St Giles Church Hall and parish offices, designed by Messrs A W Reid and Wittet (Alexander Reid, William Reid and John Wittet) and opened in 1897. The masons were Messrs Davidson and Hay; the carpenters A and R Dunbar; plumber James Ross; slater George Ogilvie; plasterer George Gray; painter William Fordyce; ironwork by George Soutar; all of Elgin. The heating engineers were Mackenzie and Moncur of Edinburgh.
