A slime mould - Fuligo septica
More precisely, this is Fuligo septica var. flava. It is one of the most common slime moulds. There is also a var. septica, with a more southerly distribution.

The present picture shows the spore-producing stage (or sporocarp). The form this stage takes varies greatly from one species to another; for example, in many species, the plasmodial material separates into many individual spore-bearing structures, on stalks or not, called sporangia. However, Fuligo septica produces a single sporocarp; this is called an aethalium, and it is what is shown in the picture.

The plasmodium (see link, above) covered a considerably larger area of the stump; in forming the aethalium, that material has gathered together to form a more compact rounded mass.
