These men look less like Council employees than Irish sub-contractors who were once a relatively common sight in Edinburgh. Like their Irish navvy ancestors they were freelancers who would tout for work, such as offering to re-tarmac your garden drive for a bargain price. This formerly seasonal dimension to the Scottish-Irish relationship has disappeared slowly over the years. Today, you are more likely to encounter Irish people in schools and hospitals (even pubs!) than in the street.
